<p>Robin Sidel has details. Regulators in the past year have pushed through a raft of changes designed to rein in banks&#8217; most abusive practices, from excessive overdraft fees to the way lenders raise interest rates when a credit-card payment is late.  The new rules are expected to slice billions from firms&#8217; profits—and more if lawmakers move forward with a bill to limit how much financial institutions can charge merchants for debit-card transactions.</p>

The surveyors were particularly interested in the areas where households are being under-served by the banking industry.</p>
<p>Turns out the number of unbanked and underbanked households in the U.S. is fairly large: Almost one in 10 households does not use a bank at all. Before this research, a significant gap existed in the data regarding unbanked and underbanked households, according to the FDIC.</p>

<p>If your checking account balance sometimes dips uncomfortably low, Aug. 15 could be an especially important day for you.That&#8217;s when a new rule by the Federal Reserve goes into effect requiring banks to decline a debit-card transaction if there&#8217;s not enough money in the account to cover it. The only exception is for bank customers who expressly &#8220;opt in&#8221; to an overdraft protection program.So it&#8217;s time to pay attention to those notices banks have been sending out lately, asking whether you want to do just that.The intent of the rule, part of last year&#8217;s consumer protection legislation, is to save bank customers from being hit with high overdraft fees. Banks racked up more than $20 billion in debit-card and ATM overdraft fees last year.</p>

Back in December, I listed my personal finance resolutions for 2010. Among them was to get a better interest rate at a better bank. On Tuesday, I received an e-mail from my bank, Chase, offering me an upgrade to the new Chase RealCash Debit Card. The card offers up to 3 percent cash back on everyday purchases like groceries, gas, coffee and fast food.At first glance, the bank’s offer sounds great. I use my debit card every single day, sometimes multiple times a day. With an interest rate at .01 percent on my savings account and zero on my checking account, you can imagine why I’d want to earn some money this way.</p>

<p>An Atlanta couple has found themselves with their savings wiped out after their bank, Wells Fargo, cleared out their checking account in order to pay a piece of what bank officials maintain is an outstanding student loan “Suddenly, Bank Account Was Gone,” The Atlanta Journal-Constitution, May 1, 2010.After Hope and Matt Hughes had problems trying to make a purchase with their debit card last month, they discovered that Wells Fargo had cleaned them out, withdrawing $4,059.82 — everything they had — from their checking account. They were also hit with $385 in overdraft fees for debit-card purchases they had made on the day their checking account was emptied.</p>

The reason for the rejection you have been experiencing is due to something called Chex Systems. This is an information-sharing system that financial institutions use to give each other information about past customers whom they consider to be “problem customers.”</p>

<p>If you browse the Internet often (I’m guessing you do since you’re reading this), chances are you’ve seen the display and banner ads for various types of online checking and savings accounts. Often they advertise high interest rates, low or no fees, and a variety of other incentives to draw you toward their business.</p>
<p>The Good</p>
<p>Higher interest savings and checking accounts are always a great thing. This is especially true if you have high balances in your accounts, but want the money easily accessible instead of in a Certificate of Deposit (CD) or investment. Online banks are typically able to pay these higher interest rates to handle your money due to the fact that they exist only as an electronic entity or have very few brick &amp; mortar locations.</p>
<p>Another benefit of this type of bank is most of them offer some sort of ATM fee reimbursement. Obviously if the bank is mostly online, they won’t have many of their own self-branded ATMs, and this becomes more and more useful.</p>
